Applicant: Consultancy Firm.
Contractor: Jerusalem Legal Aid & Human Rights Center- JLAC.
Assignment: External Evaluation & Strategic Plan Formation.
The selected consultant(s) will serve to evaluate JLAC’s current intuitional and programmatic shortcomings and achievements and to formulate a strategic plan for the Center for the coming five years (2018-2022).
Level of Effort: Not exceeding 60 working days.

Deliverables:
- Inception Report
- Eternal Evaluation Report
- Strategic Plan (2018-2022)

*Note: Intensive desk research and interviews/ dialogues will be involved in undertaking the assignment.

Qualifications:
The Evaluators must belong to a Consultancy Firm or be a group of Individual Registered Consultants working as a team, with proven relevant experience of no less than 10 years. The persons comprising the evaluation team must collectively possess; administrative, financial, human rights, planning, monitoring, and evaluation proficiency.
